Pollution issues with single-block generators

Expected Behavior
- Steam Turbines does not produce carbon monoxide pollution
- Small burner boilers produce pollution
- Small generators check for block faces other than current facing for ducts
Actual Behavior
- Steam turbines produce pollution
- Small burner boilers doesn't produce pollution
- Small generators only check for the block it is facing for transferring pollution to duct, but that is always a power acceptor for the generator to be useful, so you can't duct its pollution away
Steps to Reproduce
- Build a boiler, duct its pollution away if large
- Place steam turbine and ducts, turbine facing duct:
- Watch duct puff with pollution
- Place duct anywhere else on the turbine, watch chunk pollution rise

Boilers not emitting pollution was a deli erate choice to make them reasonable to use.
Singleblock gens not connecting on all sides is not, though
Are small steam turbines emitting pollution intended? Large steam turbines also have a muffler. It's reasonable for combustion generators to produce pollution, but I don't think steam should pollute
#1528 has been merged resolving the issue with steam generators creating pollution, but the issue with pollution direction check remains.
