Expected Behavior

Expected multiblock that can use parallel control hatch to only use 1 per multiblock same as 1.12 behavior

Actual Behavior

Parallel control hatch can be used by multiple multiblock

Steps to Reproduce

1. Build any multiblock that accepts parallel control hatch
2. Place 1 parallel control hatch between 2 or more multiblock
3. Multiple multiblocks are formed with 1 parallel control hatch
