Machine should stay off when your turn it off and unform the multiblock

Actual Behavior

Machine turns back on when it unforms even if it was turned off before

Steps to Reproduce

1. Form a multiblock
2. Turn it off
3. Break a block of the multiblock
4. Check status of multiblock controller
5. :sadge:
