Woods and planks should able to be used as fuel in solid steam boiler

Actual Behavior

Woods and planks cannot be used as fuel in solid steam boiler

Steps to Reproduce

1. Put any type of wood or plank in a solid steam boiler
2. Nothing happens

Additional Information

I cannot reproduce this on 1.21, put an oak plank into a solid steam boiler will start heating up.
