Expected Behavior

Set Throttle for a Large Bronze Boiler, then Steam generation respect Throttle by reducing output and fuel consumption rate.
Exit the save and load it, throttle of target boiler remains at the value setup by player.

Actual Behavior

setting Throttle for a Large Bronze Boiler,Throttle IS NOT respected in Steam generation.
Exit the save and load it, throttle of target boiler BACK TO 100%.

Steps to Reproduce

setting Throttle smaller than 100% for a Large Bronze Boiler , exit the save to main menu and load it back, open the multiblock controller and observe it back to 100%.
