This would allow for more seamless connectivity with data and signal centered covers without requiring an adjacent tile entity to place them on, particularly useful if #3456 is implemented.

I don't think its a good idea to go down this path with blocks commonly used in multiblock structures (particularly frames). Hulls can do this, if they don't support all the covers you would want to have this behavior on please open a new issue for that
