Gas collectors have stopped working

The gas collector doesn't just idle
Actual Behavior
The gas collector just idles
Steps to Reproduce
- Create an instance of MC 1.21.1 with just GTCEU and LDLib installed
- Be sure environmentalhazards is disabled
- Place down a creative energy block, set it to active and UV power
- place down an ultimate gas collector (or any gas collector) next to it (can be in any environment)

Has been occurring since 7.0.1
Possibly a dupe of #3486 ? Does any other machine recipe that uses programmed circuits work for you or is it specific to gas collector?
I can confirm that most other recipes that use programmed circuits, work.
One exception though: the recipe with programmed circuit 3 and ingredients Naptha and any form of steam (I use Liquid Steam from Mekanism) to produce Severely Steam-Cracked Naphtha doesn't work, but it seems to so far be the exception rather than the rule, so I can log a separate issue for that if you want.
