Normal performance usage for an idling machine

After some time it went to a normal state like this:

Steps to Reproduce
For me it was ordering a mid-big craft, nothing like crazy big but definetely needs all/almost all machines for it for a few minutes, then my TPS died because of it

I got a prediction why this is like it is
Eventually it is if a machine got an ME buffer/proxy and it wanna start the recipe but the energy hatches are not high enough
At least that's what I noticed so far
Do me a favor, try breaking and replacing them
I have had a similar issue but it was exclusively with old pattern buffers. I want to see if that yields any evidence we can use to figure out what is wrong.
@Ghostipedia I never used ME buffers before 7.0.2 because they were broken before (and the modpack wasn't updated with 7.0.0 or 7.0.1 so it's not an old buffer for sure
