Item Filter saves manual io mode on world close

Actual Behavior

Item Filter does not save manual i/o on world close

Steps to Reproduce

Place item filter on item pipe,
set item filter manual i/o to unfiltered,
reload world and check filter manual i/o setting.

Additional Information

This does not occur with filtered conveyors or robot arms and only seems to occur with standalone item filter covers.
