Expected Behavior
Laser hatches only accept power from other laser pipes connected to source hatches
Actual Behavior
Laser hatches, when connected to a machine that has previously run an recipe and consumed power, will charge their internal buffer from wires connected to them. This seems to only happen when the wire is already connected to the block (i.e. replacing a energy hatch with a laser hatch but not breaking/disconnecting the wire)
Steps to Reproduce
1.) make a multiblock with an energy hatch connected to and energy producer via a wire
2.) run a recipe in that multiblock
3.) Without making any other changes to the wires or the multi, replace the energy hatch with a laser target hatch
4.) laser target hatch should fill with energy regardless of wire voltage tier or power supplied.
