Yes, it is intentional; drums only output on the bottom and input from all other sides. If you want to output on any side, upgrade to a tank.

Is there any tank other than Super Tanks?
I think they're too expensive to used as a buffer.
There really isn't a good pre mv buffer. Steel multiblock tank is just way too much steel to actually bother and drums at that tier simply arent strong enough
