Expected Behavior

When a fluid input slot fills, even if there are other free input slots, no same fluid will go in the other slots unless it's manually placed. When an output fluid slot fills from a recipe, the recipe gets halted until there is enough space in that slot for the output fluid.

Actual Behavior

Both input and output fluid slots overflow into any other free fluid slot.

Steps to Reproduce

1. Place a Chemical Reactor and power it
2. Pump into it any fluid(s), (example sulfur trioxide and oxygen). The input fluid slot will overflow
3. Wait for recipe(ex sulfuric acid) to fill output fluid slot. Once it fills the recipe doesn't halt and will proceed to fill the next slot
