Expected Behavior

All steam boilers in one pipe system should be able to output in the same time.

Actual Behavior

Only one of multiple steam boilers in one pipe system can output.

Steps to Reproduce

1. Place two boilers.
2. Insert water and fuel.
3. Place a drum or a steam machine.
4. Connect them with fluid pipes.
5. Only one boiler can output. (Mark it as A, and the other as B.)
6. Even if A runs out all its steam, only it is outputing.
7. Even if B is full of steam, it doesn't output.
8. Cut off the pipe that connects A by wrench.
9. B starts to output.
10. Connect the pipe to A back.
11. A doesn't output now.
12. Cut off the pipe that connects B by wrench.
13. A starts to output.

Additional Information

Wasn't tested in forge.

I guess it has something to do with #518 or #532. Maybe #518 didn't fix it thoroughly.
