An empty bucket should remain in the fuel slot, or the Lava Bucket should not be accepted as fuel

Actual Behavior

The Lava and the Bucket are consumed by the Solid Boiler

Steps to Reproduce

Put a Lava Bucket in the fuel slot of a Low/High Pressure Steam Solid Boiler

Additional Information

Lava is already a fuel for the Liquid Steam Boiler, so no need to be accepted in the bucket form for Solid Steam Boiler
