Describe the bug
Telesender Rails still teleport the minecart even if the rail at the destination is broken

To Reproduce
Steps to reproduce the behavior:
Put 2 Tele-sender rails
With the linker, save Rail-A's position and update Rail-B using it
Break Rail-A
Put a minecart on Rail-B
The minecart teleports to where Rail-A used to be

Expected behavior
Before teleporting the Tele-Sender rail should check the destination to see if there is a tele-sender rail there. If there isn't, the rail shouldn't work.
