[Bug]: Counter tooltip inaccurate or unclear or feature doesn't work.

Bug Description
The JEI tooltip for counters says, "Place a wood or stone material to change the counter surface." Thing is, I've tried replacing calcite in the recipe with other blocks, I've tried right clicking the top of the counter with various wood and stone blocks, I've even tried right clicking while sneaking. The counter surface doesn't change.
How to Reproduce?

Expected Behavior
I'd expect the counter surface to change when placing a material. Or for there to be some way to change the counter's top surface.
