Bare with me through the pictures while I explain this.
If a quest if locked a player can still view and submit items to it. They cannot claim rewards until it's unlocked.

There are 3 quests here: normal, locked, and hidden.

I can view the locked quest and submit items to it. I can also view rewards but I forgot to add them for this example.

If a quest is hidden, the book still checks for the
items. Later on when the quest is unlocked it could already be completed if a player had that item in their inventory at anytime. The hidden quest was to have sand in my inventory. It is already unlocked because I had sand in my inventory at any point in time.

I can confirm it. This was not happening in previous versions

Closed due to no longer supporting 1.7.10, please check if this problem persists in the latest 1.9.4 version. Make a new issue if this still exists in 1.9+
