/hqm load all - You not have permission to use this command

running /hqm load all gives back "You not have permission to use this command"
/hqm save all and other commands are working fine.

It somehow does also not show up under /hqm help and tab complete.

You need to be in edit mode and have commands enabled. Also the player executing has to open the book at least once
