impossible to make a quest that requires to break spawners (1.17.1 fabric)

pretty simple, i can make a break block quest that requires to break a spawner but breaking a spawner do nothing

This is a copy of #538 (except that this is reported for 1.17).
This should be fixed by #606 which will be included in the next 1.17 release.
