After version 1.3 with configs handUnlightTorch and handUnlightLantern enabled trying to light an unlit torch by right clicking on a lit torch or a lit lantern will unlight the torch or lantern on ground. On version 1.2.3 it lighted the torch on hand instead.

Also I think you should be able to unlight a torch with a shovel without the config enabled because that's how it works with campfires and candles already.
