This is replicated by setting weather to snow or blizzard during the winter while you have a render distance of 6 or less. It also seems to trigger when you are underneath other blocks, again with the render distance of 6 or less.

From what @joshiejack has said, it's "fixable" by turning off the fog associated with the snow weather for now.
