Does the mod not work when you try it out?
Did the config file correctly generate?
Did you install Forge Config API Port alongside? If not, please install that too since it's a required dependency (see Dependencies section).

I replicated a modpack with the mods you showed me and for me it works fine.
Try uninstalling HWE, run Minecraft, enter your world, close it, exit Minecraft and install HWE again.
Also, are you playing in a single player world or on a server?

Apparently it does not work only on the server. Paper 1.19.4 server.

This mod is required server side, so it can't work if it's not installed on the server.
