Right-clicking a crop does not break it but gives XP.

Current behavior
When I right-click a crop with a hoe in the main hand or the off-hand, it gives me XP but does not break and replant the crop.
Expected behavior
When I right-click a crop with a hoe in the main hand or the off-hand, it should give me XP, break, and replant the crop.
Steps to reproduce
- Use this config: harvest_with_ease-common.txt (change .txt to .toml)
- Start and join a server.
- Play in Survival Mode.
- Equip a Diamond Hoe in either hand.
- Right-click a fully grown crop.

I couldn't attach a zip with all these mods, and attaching screenshots was easier than listing all of them.

I don't know if this is happening only with Diamond Hoes.
It happens with every crop.
I have added a Bronze tool tier to the configuration, but the bug has been happening even before.
In the log file, I first right-clicked a crop with the hoe in the main hand, and then I right-clicked with the hoe in the off-hand.
