1.12.2 pack -- hats glitching in and out

Playing 1.12.2 pack through technic.
The hat menu and collection seems to work but the hats that spawn on mobs as well as the ones that you equip either don't show up or show up briefly and glitch in/out of existence.
any fix I'm missing?
