To disable the effects, i would say you go to hbm folder in configs and go to hbm.cfg and change these values:

B:1.09_enableAutomaticRadCleanup=false (change to true)
# Whether high radiation levels should perform changes in the world
B:6.12_worldRadEffects=true (change to false)

This is an effect of the black lung disease, you get it when you mine or have in your inventory coal or lignite so when you mine that : don't be in contact and mine quite far, avoid the black particles, collect quickly the items and put they in a chest

You can also disable the black lung disease in config. Except that if you mine asbestos it will still affect you.
