Terra-Drill does not extract any hard-to-break blocks, including cobblestones, except for easily broken by hands, such as grass, dirt, etc., but if you turn on the Luck 2 mode, then everything is mined normally.

I fixed it, just add in itemToolAbility constructor when tool is miner add pickaxe and shovel harvest level, because in some modpacks using drills is uselessly
