The niobium powder cannot be melted and so the niobium ingot cannot be created

Are you sure about this for sure? I tried to melt niobium powder and everything works, the ingot turns out.

The jei recipe don't exist, and it not run in arc furnace and in factory

It can be created, but is not shown in JEI, will look into it
