There were some issues with the new world gen features that have been fixed, although I'm not sure if it's relevant for this report. I'm leaving the issue open until we have confirmation that the fix actually did anything in relation to this.

The oily sand or soil generation could be one of those causing the problem considering their sizes, but ntm structures themselves may not cause such insane lags that can can crash the entire server. The worst situation I have ever experienced was when a large desert was being generated (with plantmegapark, rtg and ntm installed), and the server was completely stuck due to insufficient computing power. The problem disappeared itself when I later moved the server to a better computing device (and arose in a seriously worse manner once again when I try moving to a combination of climate control, rtg and bop for a better but much laggier terrian generation).

As far as I know, this can possibly be a (classical) problem with the world generation algorithms when the modpack's got a whole bunch of world-genaration-altering mods (like ClimateControl, BOP and RTG that are troubling me at the moment with the very same problem) that, when used together, generate a crazy density of really common multi-block structures like trees and shrubs. It seems that when these structures generated on the boundaries of chunks, they would possibly cause the game to attempt loading and generating the chunk (or chunks) containing the other parts of the structure, and then the same would thing happen in the new chunk being generated. This can once in a while cause thousands of chunks to be loaded and completely stall the server ,and if it is unfortunately unwilling to converge over a long period of time, it might be necessary to restart the server with a forced stop. Some other problems may also cause similar situations like this, and this is the one that I think can be a possibility. Jeez, please backup your world on a regular basis.
