This recipe takes 200mb Fuel Oil into 1 TF Tar and 100mb Naphtha

This recipe generate 200mb Fuel Oil from the TF Tar, only consuming water.

So the overall process will cause an infinite loop while producing Naphtha, this is quite unreasonable.
