Herd mentality breaks the skeleton horse ai (possibly also the zombie did not test) and makes it glide around. which is not the correct AI for the mob. I found this out while testing for a crash.

I've tested this issue a bunch and in different ways. I was unable to reproduce the issue. Perhaps another mod or a combination.
