Issue description

One player is unable to accept flight.
They are able to cast the hex on me, but I am unable to cast it on them. It instantly stops and just gives them feather fall.
I've tried resetting player data and advancements.

did you find the flight scroll allready? flight in 1.18.2 is a per-world spell.

Yes - the flight scroll was found, specifically by the player having the issue.

I think its a conflict with the Angel block talent unlock portion with Vault Hunters. Once resetting all talents for the player the issue was resolved.
