A server-side version of Hey Wiki:

• Allows pushing wiki family configs to the client w/o installing resource pack
• Replaces wiki links in chat
• Allows /whatstructure to be used in multiplayer

This can be done with a data pack, although it's gonna be a bit messy. So I'll do that instead.
