No wandering horses doesn't work when its raining with HerdsPanic installed.

It's a incompatibility with HerdsPanic WHEN the config of animals seek shelter is disabled. So it shouldnt happen but it does, weird.

Horseman's limited wandering works by discarding "wander to" positions outside of allowed range. I cannot account for other means of horse moving (without stopping all movement forcefully, and that doesn't look too good).
So I will declare it as not a bug.
