I am a big fan of adding value to features that don't add much to the game as they are, and allowing horses to ride only in rafts but not boats gives rafts a purpose.

Added #horseman:forbids_horses tag for boats in 1.3.9 - 1.20.1 and 1.4.0 - 1.21.1.
