But I wanna keep Improved Mount HUD, the thing preventing it from doing this should be prevent jumping in water, not Improved Mount HUD

Which is opposite of what you're saying, if we already have a toggle for it, why would you add the same thing to another part of the config too so that we have to disable like 3 features to get a single jump bar rendering
