Several members of my server have complained about minecarts or water buckets being replaced after use, there should already be a way to configure certain item/block swaps

I'll second this request. The ability to exclude items and/or inventory slots is needed.
Shulker boxes are my annoyance. While it might be nice to have empty shulker boxes refill with empty shulker boxes, it's not always desirable to have shulker boxes with items in them automatically moved to the hotbar.
