JEI couldn't move all items with "+" button for recipes with slots over 1 item

Yeah usually pressing shift would fix that.
But iirc the reason that will not work is because we have non stackable items present.
This is not an ic2c bug. But a jei limitation. (They never thought someone would do that)
And jei is unsupported in that mc version.
Anyways this is sadly not fixable.
