there is a TradeO-Mat, an EnergyO-Mat but not a FluidO-Mat.
IC2 Supports not Fluids by itself. That is ok. But since mods no longer stay alone there will be always at least 1 fluid transport mod inside.

The FluidO-Mat has an Internal tank of 32 Buckets, an transferlimit of 20 mB per tick (autopushing), and you can extract from it when you buy something.
