It doesn't accept power from a battery until it has a valid recipe, despite them being designed to fill if the buffer isn't full regardless of what's in the slots.

Yes that is because of Packet Spamming. That is not a bug that is performance save...
I had a tone of bugs in my mod because of that problem...
