Everytime I make a world, when it's in the loading thing, it just crashes.

I tried downgrading the identity and fabric API and it would now just sit there in place.

figured it out actually. use 1.16.3 (identity version 1.9.1) with fabric api 0.32.0

CCA/FAPI issues should be fixed in 1.13.1, which will be released in a second.
