I'm unable to use the flight mechanic

I have a vast modpack (160 mods) and something is preventing me from using the flight mechanic in game. I've checked the config and I've even changed the .jar flying.json file to no avail. I even created a test instance with identity and some mods that i thought might be the culprit of the conflict, but only then i was granted the flight ability. i have no idea what's causing the issue, any help or ideas would be greatly appreciated.

I'm using Forge 1.18.2

nevermind. issue fixed itself when i reinstalled the mod.
