Any material modified in MaterialOverride.cfg will be usable to create any Toolparts regardless of the contents of restrictions.cfg

I'd like to get the fix in my modpack as soon as possible, but it's not terribly important. My tweaks only effect early game materials.

Meh. I should refactor the recstriction stuff to not use the materials directly. Fixed for now. How quickly do you need an update? :P
