I am trying to disable vanilla axes. I am able to create a vanilla wooden axe and cut down wood with it. It also has the speed of an axe, not the bare hands so is actually acting like an axe.

I tried adding:
B:disableRegularAxes=true
to main.cfg but that didn't seem to do anything.

I can craft a wooden pickaxe but I can't actually use it to mine anything so that's fine, I would like axes to be the same way. What do I need to do or is this a bug?

There is no disableRegularAxes, your config is out of date. Use the general tool option with the black/whitelist.
