Specific image freezes whole server?

The image is this one:
Someone on my server tried to create a map with this image and it froze the whole server. Nobody was disconnected but no blocks or anything would update. Couldn't open chests, pick up items, etc. The console for the server would also not respond, so I couldn't see any specific errors.
I was able to recreate multiple times in the same server. It just says generating map in chat and everything stops working, no map ever gets generated.
