This is an incredibly minor issue, it simply delays how quickly a user can break blocks in creative mode.
Whilst small- this can be quite annoying- the additional attack speed delay is useful however, it would be ideal to have it ignore creative mode or at least a configuration setting to ignore other gamemodes perhaps.
