Description of the issue:

Garden Cloche accepts all fluids instead of just fluids with fertilizing properties. Can break all setups if someone derps hard and, as an example, lets their Canola Oil fluid line hook up to their water line, filling up the cloche and stopping production.

Suggestion to fix: Implement a whitelist in config file of fluids, making pack maker jobs easier if they want to add a fertilizer or something like that.
