Description of the issue:

If you remove a fluid block a few blocks away from the fluid outlet, it'll never replace it.
To reproduce:

1. Create a 3 block trench with a fluid outlet at one end
2. Let the fluid outlet fill the trench
3. Remove the furthest fluid block
4. The furthest fluid block never gets replaced
5. Remove the middle fluid block
6. Both middle and furthest fluid block get replaced
