Description of the issue:

When using the AA tiny coal, which has a burn time of 200 ticks, for some reason the progress on the smelt almost completes but still consumes one extra coal each time to finish the process. I believe this was a similar issue with regular coal, and it got fixed. But for some reason for tiny coal, with an equivalent burn time, does not respect these standards.
