[1.12.2][14.23.5.2838][0.12.89] Excavator visual bug when redstone state modified outside of render range

Description of the issue:
When activating/deactivating an excavator with redstone signal from outside the rendering range of the excavator's wheel, the visual state of the wheel when reentering rendering range is inconsistent with the redstone state.
I first noticed this on my FTB Continuum server, but I reduced it to a minimal test case in single player containing just forge and IE. I've included a link below[1] that contains a zip of the single player instance that I was using to test. It was installed via Curse/Twitch.
Enter the world, go to the lever at the end of the redstone cable, and flip it up. Then, go to the excavator and see that the wheel's movement is jerky and stuttering. Note that the excavator is functioning properly, despite visual issues. Then, toggle the redstone state twice with a hammer, and note that the wheel is nice and smooth again. Then, go back to the lever and toggle it down. Return to the excavator and notice that the wheel is still turning smoothly. At this point, the excavator is actually disabled, despite visual appearance. No ore should be entering the chest, and the ore buckets on the wheel should remain filled despite passing the point where they normally empty.
