[1.12][Feature Request] excavator chunk mineral replenish config option

Hi, I would love to have the option for mineral deposits to replenish themselves over time by a set amount, similar to how it is implemented in Immersive petroleum

Format: name, fluid_name, min_mb_fluid, max_mb_fluid, mb_per_tick_replenish, weight, [dim_blacklist], [dim_whitelist], [biome_dict_blacklist], [biome_dict_whitelist]

The reasoning behind it being that I would like players to have to constantly expand (incentivized by finite resources) but I would also like them to not have the need to tear down excavators (and other things) when resources run out, instead, let them yield at 20% or so of the speed (configurable preferably)
